The delegates attending the FIAAA 41st Annual State Conference will be presented with numerous proposed changes to FIAAA Constitution.
During the FIAAA Annual Meeting held on Monday, May 6, 2019 at the 41st Annual State Conference, eight proposals to amend the FIAAA constitution will be presented for possible adoption. The proposed changes are as follows:
SECTION I BOARD OF DIRECTORS
D. Executive Board
The Executive Board shall consist of the following officers: President, President-Elect, Vice President, Immediate Past President, Secretary, Treasurer, Chaplain, Historian and one the Designated Past President elected by the Past Presidents Committee. Officers of the Executive Board shall be active athletic administrators elected to a one-year term. The Executive Director will serve as an ex officio, non-voting member of the Executive Board. The Executive Board shall meet at least once a year at such time and place as designated by the President. The President reserves the right to invite other such members of the Board to attend any meeting of the Executive Board.
Insert “Immediate” where applicable in order to distinguish this position from other positions held by past presidents and identifies the past president elected by the Past Presidents Committee as the “Designated” Past President.
E. District Directors
- The District Directors shall be composed of one representative from each of the designated geographic districts.
- The District Directors shall be selected by members within their district and will take office at the next annual state conference meeting.
- The District Directors must be active athletic administrators within their respective FIAAA districts.
- At-Large Directors may be appointed by the President and approved by the Board of Directors.
- The odd districts shall elect their Director on odd years for two-year terms. Even districts shall elect their Directors on even years for two-terms.
- In the event a vacancy occurs in a District Director position, the President will appoint an individual from among the active athletic administrators in that district to complete the unexpired term.
- In the event a vacancy occurs in an At-Large Director position, the President will appoint an individual to complete the unexpired term.
Deletes “District” from the title of the section, insert a new item (re-numbering all subsequent items) and amends the list of items to include At-Large Directors. The title is misleading, as the section includes At-Large Directors. The new item added reinforces the District Directors must be active athletic administrators in their respective districts. The amended item includes the appointment of vacancies with At-Large Directors.
I. Immediate Past President
The Immediate Past President shall be the most immediate Past President. The Immediate Past President shall assume the duties of the President in his/her absence or inability to act. Once he/she has completed his/her term as the Immediate Past President, he/she is no longer eligible to hold a position on the Executive Board, unless elected as per Article VI, Section I, Paragraph I and as permitted in Article IV, Section I, Paragraph D or as Historian. He/she shall be responsible for carrying out all duties of the Past President so listed in the FIAAA Handbook.
Insert “Immediate” where applicable in order to distinguish this position from other positions held by past presidents.
N. NIAAA-FIAAA Liaison (2015-2018)
The NIAAA-FIAAA Liaison shall serve a three-year term. The Liaison shall be appointed by the President and approved by the Board of Directors. The Liaison must be a member of the NIAAA and the FIAAA. The Liaison will act on behalf of the FIAAA at National, Sectional, and State meetings.
Delete the section and re-number all subsequent sections. This position will be part of the “Duties and Expectations” for the new Executive Director.
SECTION I COMMITTEES
There shall be such “standing” committees; those committees that must be appointed each administrative year and identified in the constitution, and such “special” committees; those committees that may be appointed, annually, by the President and/or the Board Directors. The “standing” committees are as follows:
Inserts new language by adding a distinction of the types of committees that will or may be appointed.
I. Past Presidents Committee
There shall be a committee of past presidents to serve in such capacity as to benefit the association. The committee shall select one past president to serve as the Designated Past President on the Executive Board. The immediate Past President shall serve as the chairperson of this committee.
Inserts a title for the past president elected by the committee to serve on the Executive Board.
J. Review Committee
The President shall appoint a committee and chairperson of a Review Committee. The purpose of this committee is to review and report on the actions of the FHSAA Board of Directors, Athletic Directors Advisory Committee and Leadership Council and make recommendations to the FIAAA Board. The members of this committee shall consist of the FIAAA directors that are members of the FHSAA Board of Directors, Athletic Directors Advisory Committee and Leadership Council.
Re-number all subsequent sections.
Removes current language changing the committee from “standing” committee to a “special” committee.
N. Strategic Plan Committee
The President shall appoint a Strategic Plan Committee to develop and evaluate periodic 5-year plans.
Adds a new “standing” committee.
Each of these proposed changes will become effective upon adoption.
